The IMI Accredited NCC Caravan and Motorcaravan Identification Programme is an intensive 2-day course designed to provide participants with in-depth knowledge and practical skills in vehicle identification.

This course offers detailed insights into manufacturer and VIN Chip marking systems, techniques used for identity manipulation, methods for detecting these issues during investigations, stop checks and planned operations.

It will also enable students to document and present exhibits and record sensitive material findings in an evidential statement / report, for production at court.

This course is ideal for law enforcement, senior claims assessors and vehicle examiners looking to enhance their expertise in caravan and Leisure Vehicle identification.

Upon successful completion of the course, participants will receive an IMI Quality Assured Award certificate. 

Course Content

Intention

  1. To provide a comprehensive theory and practical based training course to enable students to perform extensive evidential examinations on leisure vehicles.
  2. To increase awareness of external databases available to assist in Leisure vehicle identification.
  3. For students to gain an understanding of the nature, scope and trends in Leisure vehicle theft.
  4. Have the understanding and ability to recognise historic and current cloning methods used by criminals.

Overview of the National Caravan Council

Learn the ethical values of the NCC and gain working knowledge of the Central Registration and Identification Scheme (CRIS) and VIN Chip security technologies.

Understanding the VIN

Recognise the relevance and detail held within the ‘letter and numeric’ 17-digit VIN number structure as required under ISO3779 regulations. Enabling greater understanding and the ability to identify  false / cloned numbers.

Gain comprehensive knowledge surrounding formal identification, cloning techniques and methods used to security mark caravans prior to the advancement and the introduction of Vin Chip.

Covert ID – MG6 / Producing Written Inspection Reports and Evidential Statements

To understand:

  1. CPIA responsibilities as vehicle examiner (Police and Civilian).
  2. Understand PII application and rationale re protecting sensitive material. 
  3.  Produce clear, concise, and accurate written sensitive material documents and evidential statements that can be used in legal proceedings.

Increase awareness re health and safety considerations surrounding use of jamming equipment when approaching suspected stolen leisure vehicles, ensuring inspections are conducted safely and effectively.

Course Format

The course runs over 2 days and includes a balanced mix of theory and practical sessions. Students are required to complete a multiple-choice examination and a workbook examination throughout the course to assess their understanding and knowledge.

About the trainer – Martyn Leigh (VIN Chip Police Liaison Officer)

Martyn Leigh is a former Detective Constable with Lancashire Constabulary and having served twenty-four of his thirty-year Police career within the Criminal Investigations Department (CID) portfolio has gained extensive experience, and expertly managed a wide range of complex, serious, and organised criminal investigations. 

During his distinguished career, Martyn has worked with several specialised and multi-agency departments, including the Serious and Organised Crime Unit (SOCU), the Force Major Investigation Team (FMIT), Child and Criminal Exploitation, Human Trafficking and Targeted Crime and Surveillance teams.

In 2007 Martyn qualified as a police officer accredited forensic vehicle examiner and dedicated nine years of investigative experience within the Organised Vehicle Crime Team. Conducting National and International investigations surrounding Organised Crime Group activity, including the theft and cloning of Leisure Vehicles.
Martyn’s dedication and industry knowledge have earned him multiple local policing awards, and two National International Association of Auto Theft Investigators (IAATI) awards and a European IAATI award for his exceptional work in the theft, cloning, and recovery of vehicles.

Since leaving the police in 2024, Martyn has continued his work in vehicle identification and recovery whilst working for VIN Chip as a police liaison officer, and authored the newly created ‘Official NCC Caravan and Motorcaravan Identification Course’, which achieved IMI Quality Assured Programme status and NCC approval.
